The Town of Saint-André-de-Sangonis is holding a citizen consultation to gather residents' opinions on the future of the Îlot Pappas site. Two development projects are up for a vote: the construction of housing or the creation of a landscaped garden with parking. The municipality aims to inform residents of the known details to obtain an informed opinion.
A housing program, led by FDI Habitat with the firm GRV Architecture, is under consideration. It would include 10 owner-occupied housing units, 7 social housing units, and 18 private parking spaces. This project currently incurs no cost for the municipality, but a significant deadline is set for 2027 by the agreement with the Public Land Establishment (EPF). If this deadline is missed, the municipality might have to repurchase the land as bare land for €845,000. Five appeals are currently pending against this project.
The second option involves acquiring the land and developing it into a public garden. This project could include green spaces, pathways, rest areas, plantations, shaded zones, and 9 to 13 parking spaces. The cost to the municipality would be €845,000 for land acquisition and €637,000 for garden development and library expansion work. Financial aid will be sought, but the final amounts are not yet known.
The consultation will take place on Sunday, October 11, 2026, from 8 AM to 6 PM, at the Salle du 3ᵉ âge. Residents must verify their registration on the electoral rolls. A proxy can be given to a person of their choice, which must be arranged at the town hall before October 6, 2026, at 4 PM. The vote count will begin at 6 PM, and results will be published at the town hall and on the municipal website.
Prior to the vote, an informational public meeting is available for replay, and the municipal team is offering two outreach sessions: on Sunday, October 4, at the market, and on Wednesday, October 7, in the municipal council chamber. This initiative aligns with the municipality's commitment to involve residents in major community projects.
