The meeting of the Saint-Just Municipal Council, held on Wednesday, September 23rd, covered several crucial topics for the town's future, including the modernization of public lighting, strategic urban planning initiatives, and a reorganization of municipal services.
A key agenda item was the transfer of the 'Public Lighting' competence to the Hérault Énergies syndicate. The aim is to leverage their technical expertise for network maintenance and operation starting in 2027, and to gradually replace existing equipment with LEDs. Municipal councilor Vincent Olivier highlighted the importance of this move for service continuity and cost savings, as the current contract expires at the end of December 2026.
Mayor Yves Quesada clarified that this vote concerned a change in management mode, and that renovation works would be addressed in a subsequent council meeting. The town will retain ownership of the installations and control over illuminated areas and operating hours.
In urban planning, three dossiers were examined. A land-use agreement in the Ginestié sector was discussed for the creation of a retention basin for rainwater management. The council also addressed modification n°1 of the Local Urban Plan (PLU).
A third project involves relocating the current pharmacy, deemed undersized. The plan is to move it to municipal land for a more suitable facility, potentially alongside other healthcare professionals. This relocation would also free up the current premises for a food-related business, supporting the development of local commerce.
Jérôme Roux, First Deputy for Urban Planning, announced that information on this project would be available on the town's website and a public meeting would be held.
The organization of municipal services was also presented. A new organizational chart, effective October 1st, 2026, aims to clarify responsibilities, strengthen supervision, and improve information flow. This evolution includes an update to the staffing table and a revision of the RIFSEEP (indemnity scheme).
Souhila Colomines, Deputy Mayor for Finance and Human Resources, stated that this involved supporting the professional development of existing staff rather than new hires. The RIFSEEP will be revalued on October 1st to recognize staff commitment.
The municipality also decided to increase the weekly hours allocated to the municipal library from 20 to 35, to enhance outreach to school groups.
Support for local associations was reaffirmed. Georges Berteloot, Municipal Councilor for Sport and Associative Life, highlighted the work of the dedicated commission in reviewing applications and supporting local initiatives.
Finally, a new Global Territorial Convention (CTG) 2027-2031 was examined. This convention, a collaboration between the Hérault Family Allowances Fund (Caisse d’allocations familiales), Lunel Agglo, and local municipalities, aims to coordinate policies for residents on issues such as early childhood, parenting, youth, and access to rights.
Other points discussed included free adherence to the ethical referent scheme, the appointment of Carine May as the town's fire and rescue correspondent, and the review of Lunel Agglomération's 2025 activity report.
