The Governance Pact, described as a "compass" by its creators, aims to organize the work of elected officials and the relationships between the 15 member municipalities of the Millau Grands Causses Community of Communes. This fundamental regulatory document, developed with the support of the Ygor firm, was the subject of intense collective reflection.
Christophe Saint-Pierre, President of the Community of Communes, emphasized the importance of this pact, calling it "far from being a gadget." He recalled the current context of increasing transfer of competencies to inter-municipal structures, such as mobility, environment, and waste management. The goal is to make elected officials aware of the weight of Millau Grands Causses and to adopt a global vision, considering the inter-municipal body not just as a funder of municipal projects, but as a key player in a coherent territorial project.
Elected officials addressed several themes in working groups, including co-construction to avoid "meeting fatigue," resource pooling in the face of future budgetary challenges, understanding the local authority's budget, defining priorities and structuring projects beyond mandatory competencies, and the territory's identity from economic, attractiveness, heritage, and tourism perspectives.
“"The pact will help us work together, work on common projects accepted by all, to build community"
Several working sessions and co-construction workshops are planned with the local authority's staff and elected officials. A synthesis is expected by November 21, followed by the drafting of the Governance Pact, which should be adopted in early 2027.
