Following the official submission by Toulouse Métropole of an environmental authorization request, a three-month public consultation will begin on November 10th. This initiative aims to redevelop part of the former Francazal air base into a campus focused on innovative mobility and decarbonized energy.
Across 39 hectares of former military land, the metropolis is developing a Concerted Development Zone (ZAC) project named Campus Francazal. The ambition is to establish an economic hub dedicated to mobility innovations and clean energy.
In accordance with the "Industrie Verte" law, the project, which includes a request for environmental authorization and a derogation for impacting protected species, requires a public consultation. This will be conducted electronically from Monday, November 2, 2026, at 8:30 AM to Tuesday, February 2, 2027, at 5:00 PM.
Two public meetings, led by the investigating commissioner and representatives from Toulouse Métropole, will take place at the Salle Albert-Camus (1, place de la République): on Tuesday, November 10, 2026, starting at 6:30 PM, and on Tuesday, January 26, 2027, starting at 6:30 PM.
The investigating commissioner will also hold office hours at the town hall on Friday, December 18 (2:00 PM - 5:00 PM) and Wednesday, January 13, 2027 (2:00 PM - 5:00 PM).
Project documents, including the impact study, are available on the dedicated website: www.registre-numerique.fr/zac-campus-francazal. Inquiries can be sent via email to amenagement-francazal@toulouse-metropole.fr.
Observations and proposals can be submitted via the website, by email to zac-campus-francazal@mail.registre-numerique.fr, or by postal mail addressed to Mr. Patrick Legrand, investigating commissioner, at Mairie de Cugnaux – 5 place de l’église – 31270 Cugnaux.
