This FAQ aims to provide information on the project, its context, and the various possibilities for the Îlot Pappas site. It addresses questions from residents and opposition council members, complementing an article detailing the two projects up for consultation.
The citizen consultation, open to registered Saint-Andréens voters, will take place from 8 AM to 6 PM in the Salle du 3e âge, encouraging informed participation.
Regarding the project, the municipality is in negotiations with FDI Habitat. The current agreement expires in February 2027. If the media library is not completed ('out of water and out of air') by then, the town will have to repurchase the bare land for 845,000 euros (excluding tax) from the Public Land Establishment (EPF).
In 2026, the town has 8.6% of social housing. Should Project A, which includes 7 social housing units, be abandoned, negotiations with FDI Habitat will continue to explore relocating these units to other areas.
The project includes a landscaped retention basin of 72 m³ (90 m²) and 18 private parking spaces for 17 dwellings. The media library extension, costing 276,000 euros, will improve reception, natural light, and space optimization without affecting the construction schedule.
Landscaping work is estimated between €100,000 HT and €5,404,000 HT, requiring an adapted procedure (MAPA). The remaining cost for the municipality, at least 20%, will be funded by its own resources, grants (Region, DETR, Fonds Vert, CCVH, Water Agency), and potentially a controlled loan.
Under Option B, the Souvenir Français street will be developed to create a safe pedestrian path linking the cemetery parking, the public garden (857 m²), and the town center. This project also includes 9 to 13 public parking spaces and a bicycle parking area.
The municipality will contact the CAUE 34 and establish extra-municipal commissions to involve citizens in finalizing the development project, particularly for the Presbytère garden and Îlot Pappas if Project B is selected.
Information is disseminated through usual communication channels, the town hall website, and in paper format at the reception. There will be no second public meeting. The consultation aims to gauge a trend, with no minimum participation threshold, but the municipality has committed to respecting the voters' expressed preference.
