Following the collective « Saint-André de Sangonis Projet d’avenir » labeling the initiative a "pseudo-consultation," the municipality felt it necessary to provide essential clarifications. The town hall refutes the confusion being spread between two distinct matters: the media library and the Pappas lot. Contracts for the media library, a cultural facility, were signed before the current administration took office, and construction is set to begin; this project is not subject to Sunday's vote. The consultation solely concerns the future of the Pappas lot, with two options: Project A (housing development) and Project B (public garden and parking facilities).
Regarding the acquisition cost of the Pappas lot land, estimated at approximately €845,000 excluding VAT under an agreement with the Public Land Establishment (EPF), which expires on February 7, 2027, the municipality clarifies that this cost cannot be solely attributed to Project B. If Project A is chosen, the land will be transferred to a housing provider, FDI Habitat. Should Project B be selected, the land will remain communal property for a green space and parking, while the commune seeks funding for development and housing solutions.
The municipal majority reiterates its commitment made during the election campaign to study the Pappas lot file and consult residents, a choice driven by transparency and responsibility. It notes that a decision could have been made without a consultation, but they opted to present both options to allow Saint-Andréennes and Saint-Andréens to voice their opinions.
Concurrently, the municipality continues its work on other town center priorities, including parking, the redevelopment of the Cours de la Liberté, and commercial attractiveness. Regardless of the consultation's outcome, the majority pledges to implement it while respecting the legal framework, contractual obligations, and the commune's financial capacity.
The municipality thus invites every resident to participate in this consultation and make their voice heard with full understanding, stating, « The residents have the floor ».
