Haute-Garonne: €2.7 Million to Support Farmers Affected by Drought

An exceptional recovery fund aims to support the cash flow of the most affected agricultural holdings facing historical yield losses.

Haute-Garonne is mobilizing over €2.7 million as part of a national recovery fund to support farmers facing historical yield losses and heightened economic challenges.

The initial allocation of €2,088,000 for the department has been increased by €696,000, bringing the total amount to €2,784,000. This exceptional support aims to bolster the cash flow of agricultural holdings and ensure the continuity of their operations.
The recovery fund is primarily for holdings recognized as being in difficulty, including those monitored by the Réagir unit, supported by the association Solidarité Paysans, or undergoing an audit in 2025/2026. Holdings with production impacted by drought are also eligible.
Potential beneficiaries include individual farmers operating primarily, as well as GAEC, EARL, and other legal entities focused on agricultural operations, provided that at least 50% of their capital is held by a primary farmer.
Specific eligibility criteria per sector have been established. For field crops, at least 40% of the summer crops (corn, sunflower, sorghum, soy, chickpeas) in the rotation and 20 hectares of field crops are required. For grasslands, the threshold is 80 hectares. Market gardening requires 0.4 hectares of dedicated land, arboriculture 1 hectare (hazelnuts, pears, berries), and beekeeping at least 200 hives.
Adjustments have been made to the criteria, notably for field crops now including chickpeas and spring barley, and for grasslands where the threshold is lowered to 70%. Crops coded MDI are now accepted for market gardening.
Farmers in difficulty, including the 92 monitored by CDA, those supported by Solidarité Paysan, and those in Agridif audits, may also qualify, with a 20% increase for Young Farmers (JA).
Affected farmers are invited to submit their applications online via a digital questionnaire by October 15 inclusive.
