The Hauts Tolosans Community of Communes has officially adopted its first Local Housing Program (PLH), covering the period 2025-2031 and effective since February 2026.

This program, designed as a roadmap for local housing policy, aims to meet the housing needs of residents while promoting balanced and sustainable territorial development. It sets an ambitious target of 1,499 homes over six years, including the construction of 1,383 new homes and the return to market of 116 vacant properties.
To achieve these objectives, the PLH is structured around four main strategic orientations and thirteen concrete actions. These aim to control and diversify the housing supply, particularly by supporting production, developing social housing, and facilitating affordable homeownership. Improving the existing housing stock is also a priority, with measures encouraging energy renovation and combating energy poverty, vacancy, and substandard housing.
The program also commits to meeting the specific needs of different groups, by supporting housing adaptation for aging and disabilities, promoting housing for young people, and addressing the needs of low-income households and traveling communities. An important component is dedicated to monitoring and implementation, ensuring partner coordination and evaluation of actions undertaken.
Through this program, the Hauts Tolosans Community of Communes reaffirms its commitment to accessible, diverse housing adapted to everyone's needs. This deployment will occur progressively throughout the PLH's duration, in close partnership with local municipalities and stakeholders.
