The Department of Hautes-Pyrénées, chaired by Michel Pélieu, held its Permanent Commission on October 23, 2026, adopting several support measures in healthcare, youth, housing, agriculture, and public schools.

During the Permanent Commission meeting on October 23, 2026, the Department of Hautes-Pyrénées, under the presidency of Michel Pélieu, approved various measures. These decisions cover a wide range of responsibilities, including access to healthcare, youth support, housing, agriculture, and funding for public schools.
In the area of healthcare access, the Department is contributing to the acquisition of gastroenterology equipment for the Hospitals of Lannemezan. For the first year, the cost of €142,000 is shared between the hospitals, the Regional Health Agency (ARS), and the Department, which is providing €47,000.
Regarding children and youth, the agreement with the association Les Francas for the Disability Support and Resource Hub (PARH 65) has been renewed for 2026-2028, with an annual budget of €18,000. This hub facilitates access for young people with disabilities to childcare and leisure facilities. For the housing of young people aged 16 to 25 in precarious situations, the Department is allocating €139,000 annually to the youth hostel (FJT) ATRIUM and €50,000 to the Mission Locale des Hautes-Pyrénées for 2026 and 2027. Furthermore, €64,000 is allocated to the Mission Locale to support young recipients of the RSA (active solidarity income) in 2026.
In agriculture and pastoralism, in partnership with the Occitanie Region, the Department supports agricultural sectors with €209,000 in aid. Examples include €24,000 to the Chamber of Agriculture, €20,000 to Elvea Pyrénées, and €18,000 to the Replacement Service of the Hautes-Pyrénées. The Departmental Health Defense Group (GDS 65) receives €129,000 for animal health, and the Departmental Association for the Fight Against Atmospheric Disasters (ADLFA 65) receives €65,000 for its anti-hail generators. Investment aid of €139,000 has been approved for agricultural equipment and pastoral improvements. The Rural Development Fund (FAR), with a budget of €8.36 million in 2026, supports municipal projects in three cantons with €430,000.
For public schools, the Department is financing the furniture for the green courtyard project at the Pierre Mendès France college in Vic-en-Bigorre, with €10,000. Annually, €120,000 is distributed for furniture and equipment for the 20 colleges. An exceptional subsidy of €23,000 is granted to the La Barousse college in Loures-Barousse for its new building. Finally, thanks to the Erasmus+ school accreditation, the Department has €163,000 for educational trips abroad in 2026-2027, with projects awarded to several colleges, including Pierre Mendès France (15 students in Madrid), Val d’Arros college (18 students in Valencia), and Paul Éluard college (48 students in Granada, 32 in Turin).
