Meeting on September 23rd, the Council of the Corbières Salanque Méditerranée Municipal Community (C3SM) initiated a new phase of its 2026-2032 mandate. Following the initial actions of the 100-day program, elected officials have laid the groundwork for a new strategic roadmap.
The Council approved the launch of the new 2026-2032 Territorial Project, which will define the C3SM's priorities and major projects. This initiative will be supported by three essential tools: a Financial Sustainability Pact, a Multi-year Investment Plan (PPI) to schedule investments, and an Annual Performance Report. The latter will allow for concrete tracking of commitments and verification of ambitions against the community's capabilities, as explained by the President of the C3SM, Jérôme Palmade.
The C3SM is also strengthening cooperation with its 21 member municipalities. A framework agreement for pooling resources has been approved, offering municipalities the option to benefit from community skills and resources, particularly in human resources, payroll, and IT. The goal is to provide more services and resources, especially to municipalities that cannot mobilize them alone, thereby enhancing their action capacity.
Additional revenue and savings, notably from optimized collection routes, will fund new needs for the waste management service. This includes maintenance of bins and collection points, agent protective equipment, signage for voluntary drop-off points, and technical equipment. The Council has authorized a program of €885,000 for the renewal and reinforcement of waste collection vehicles.
Several other matters were also examined, including strengthening resources dedicated to economic development and territorial attractiveness. By recruiting two new positions focused on economic development and territorial marketing, the C3SM aims to better support businesses and build a new economic strategy across all 21 municipalities.
