The campuses of the University of Perpignan Via Domitia (UPVD) at Moulin-à-Vent and Mailly, previously closed, have reopened as of Monday, October 19, 2026. A student general assembly was held on the main campus, leading to modifications in the measures announced last week.

Following a student general assembly held on Monday, October 19, 2026, at the Moulin-à-Vent campus, UPVD has amended its decision regarding campus opening procedures and the continuation of activities. These new arrangements will be effective from Tuesday, October 20, to Saturday, October 24, inclusive.
In the absence of declared national demonstrations, all university campuses will remain open. Declared activities, including research, teaching, administration, and events, will be maintained.
Two scenarios are planned in case of obstruction by demonstrators. If entrances are partially or filtered, student absences from mandatory pedagogical activities (particularly tutorials and practical work) will not incur sanctions. In the event of a total, unfiltered obstruction, distance learning may be authorized if the nature of the lectures, tutorials, and practical work allows. Deans and institute directors will decide on these arrangements and will ensure support for students facing digital exclusion, who will also not face sanctions for absence. These students may be accommodated in dedicated rooms where possible.
These measures will only apply to campuses where activities are demonstrably disrupted by demonstrators. The UPVD presidency will rely on on-site assessments by campus and department directors. For potential national action days, the measures implemented the previous week will be repeated.
Safety recommendations remain unchanged. The university urges students to avoid inappropriate interactions with those blocking access and to prioritize peripheral entrances if they are clear. If safe access to study locations is impossible, students are advised to return home. The safety of individuals and property is the university's utmost priority.
UPVD encourages following institutional information channels and thanks students for their understanding, vigilance, and cooperation. The message is signed by President Yvan Auguet.
