The Minister of Agriculture announced a series of measures in Cournon to support agricultural holdings, including zero-interest loans and enhanced aid.

During the Livestock Summit in Cournon on October 8th, the Minister of Agriculture, Annie Genevard, unveiled a set of measures complementing the CASI plan, aimed at supporting farmers facing difficulties.
Announcements include zero-interest loans for a total of 2 billion euros, intended to cover cash flow needs, particularly for purchasing fodder and inputs. The State will cover the interest on these loans, which will be presented as an amendment to the 2027 budget bill.
A specific scheme is also planned for newly established farmers (less than 5 years in operation). In case of a capital repayment deadline postponement, the State may cover the associated interest and surcharges.
The agricultural rearmament fund receives an additional allocation of 21 million euros, bringing its national endowment to 256 million euros.
The GNR aid windows for April, May, and June 2026 consumption will be reopened for two months, allowing farmers who could not submit their applications within the initial deadlines to benefit. Furthermore, GNR aid is extended until December 31, 2026.
The exceptional aid window for purchasing simple nitrogen fertilizers, also extended until December 31, 2026, has been eased. Farmers can now submit a purchase order before submitting the paid invoice for aid payment.
Regarding pasture insurance, the minister acknowledged the need to improve satellite assessment of losses, which unions report can reach a 20% discrepancy with field observations. The map of the loss index at the end of September will be published, and prefects will compare satellite results with local observations by the end of October.
